While I think this is clearly an exaggeration, this is not the first time we have been hearing this. I do think there are more than 5 elite players. But I agree that the difference between the 20th best player and the 47th for example is very small. This is great news for the Bears.
Let me remind you that the Bears have two second-round picks and a third as well. Again, if this scout and most other scouts are right that this draft is very deep and not necessarily "top-heavy", the Bears may have chosen the best year not to have a first-round pick.
I think GM Ryan Poles should also go by the "best player available" method. This means that he should not be set at selecting a player of a specific position (aka WR). With the Bears having so many needs still left to be filled, he has the opportunity to select a player based on talent and not needs. This technique was not very popular during the Ryan Pace era. It can be very beneficial for the long term of a team.
I get that a team trying to contend for a Super Bowl has to select based on needs, but when you are in a rebuild, you can afford to simply take the best players that fall to you!
