Albert Breer of the MMQB, who has strong connections within the Bears organization, unveiled some surprising information.
Houston was incredibly close to executing the trade. Breer explained,

The Texans came close to trading for the top pick but ultimately backed out. The Bears' plan was to secure extra picks from Houston and then get the sizable package they wanted from Carolina. However, Texans GM Nick Caserio hesitated, allowing Panthers GM Scott Fitterer to finalize the deal and secure the #1 spot.
The Chicago Bears attempted to help the Texans rectify their mistake, but Caserio's hesitation cost them the chance to get their preferred quarterback. The Bears have no sympathy for the Texans, as Poles provided ample opportunity for them to make the necessary move. Time will tell if Caserio's hesitation was the right call, but if the Texans fail to secure a quarterback and the Panthers do, it could cost him his job.
