One of the number 1 spots for Cook seems to be the Dolphins. Cook was born in Miami, meaning if he signs there he gets to play at home, which many professional athletes dream of.
He will also be joining a stacked offense, with QB Tua Tagovailoa, and wide receivers Tyreek Hill and Jaylen Waddle. The Dolphins' current RB is Raheem Mostert, who went undrafted in 2015 and had a very slow start to his career, but has found success in recent years. Mostert is a fine RB, but he is not a leading man. The Dolphins are still in need for a RB1, and if Cook signs with them, then he is guaranteed that spot.
Sports reporter Barry Jackson confirmed that both parties share an interest. Jackson also writes that even though Cook is not in a rush to sign, he still believes that joining Miami will be a "perfect fit."
