As reported by insider Tom Pelissero, Bears running back D'Onta Foreman has been fined $43,709 for unnecessary roughness:

The "roughness" occurred during the first half of the Bears matchup against the Chargers from last week.

As seen in the video, it is hard to tell what exactly he did wrong, and NFL fans are very confused:

After reviewing it, it seems like Foreman put his head down as he rushed, but nothing of this looked unnecessary.
